What is the Home Energy Saving (HES) Scheme?
The Home Energy Saving (HES) scheme provides grants to homeowners who are interested in improving the energy efficiency of their home in order to reduce energy use and costs as well as greenhouse gas emissions. The scheme is open to all owners of existing houses built before 2006. Sustainable Energy Ireland administers the scheme. For further details please see here
What is Building Energy Rating (BER)?
A Building Energy Rating or BER is the result of an energy assessment carried out by a qualified assessor on a building. BER indicates the energy efficiency of the building and helps the prospective buyer or tenant understand what the running costs of the building are likely to be.
When is a BER required?
Building Energy Rating certification is now required for all new homes and for existing homes when offered For Sale or Rent from 1st January 2009. New homes where planning was applied for before 1st Jan 2007 and which were complete to wall plate level by the end of June 2008 are not required to have a BER done.
Who can carry out your BER?
BER Assessors must have completed the required training and be registered with SEI. A listing of BER Assessors is available on the SEI website. The BER Assessor should be independent.
What about independence of the Assessor?
It is a requirement of the EU legislation that the assessment be carried out by an independent assessor. The SEI code of conduct which all BER assessors must sign up to precludes assessors from carrying out a BER assessment on a property where they have a material financial interest in the outcome of the rating other than the fee charged for the rating service. It is in the interest of all parties that independence is strictly adhered to so that there is full confidence in the system
